Here in Sweden, everybody has a national identity number which is issued by the tax authorities. Until you have got one, you can't do anything official, such as open a bank account. Most people use their driving licence as an ID. If you haven't one, you can buy an ID from the post office.
Personally, I think it works very well and makes a lot of transactions such as joining a library, collecting medicine, hiring a car etc very painless.
